During the first annual Police Officer Appreciation Family Picnic on May 1, 1999, Captain Crutchfield approached Jack Binks and asked if he would consider donating money for a Scholarship Fund to be awarded at this picnic. Mr. Binks agreed and was very generous with his donation. Thus the Annual Scholarship fund began - with a drawing held each year at the picnic to give a $1000 scholarship to a police officer’s child.
